REsharper license server and custom ClientVerifier

Hi,

I'm trying to use the sample ClientVerifier that provided together with LicenseServer.
Currently I have to restart server each time I add/remove a user into the -plugin.xml file. Is there any way to do automatic reload of configuration without rebooting tomcat server?
