Strange implementation of Blank Lines around region

Hi,

I want my regions to be formatted like this:


But the option in Resharper will remove line 7 in any case because ReSharper ignores lines after curly braces. But the option is called "around region" so it would be logical if it would do the job as shown in my screen.

Any suggestions for me?
