What does JetBrains.Annotations.ValueFlowAttribute

Only 7 (not useful) results in Google, no documentation that I can find whatsoever...

MODS - please notice, this is a completely different question from my other one pertaining to the LinqTunnelAttribute (I'm mentioning it here because this question has been mod-rejected before and I suspect it was due to the similarity to said other attribute question)
