Is Resharper rewriting all my references from full pathed names to name only?

Formerly:

<ProjectReference>
<Name>MyCompany/Project/Interfaces</Name>

Later:

<ProjectReference>
<Name>Interfaces</Name>

Something is breaking my build and I thought it was nuget but now I think it's resharper.
