Change Signature still broken in 83?
It seems Change Signature is still not working in Build 83. Has anyone else
seen this? It doesn't like anything I type in the Name column.

Yes, this known problem and it will be fixed in 84. As a workaround, I may
propose you to first set default value for added parameters and then the
name.

I mean that if you cannot enter any value to the name field for newly
added parameter in change signature, you can first enter default value for
the parameter (by double-clicking corresponding cell) and THEN set the name.
