IDE . I don't think it has refactoring, but it's up to version 3.1.

And really, your competition won't be some up-start company like this. Your competition will obviously be Microsoft. I'v been trying out the public beta for whidbey and it's hard to completely express what an enjoyable environment it is and how much I do not miss Resharper while using it.
