File Structure Pop-up vs. File Structure Window

Is there a reason there is both a File Structure Pop-up, and a File
Structure Window? Can't the two things be combined in some way? I expected
the new one to pop up when I hit Ctrl-12, and was surprised to see the old
one. I might have to think about this a bit, but it really strikes me like
this is sort of redundant...

We've spent some time discussing this feature. The main idea is that
Ctrl+F12 popup window is more useful when You just need to navigate to some
class member, but if You want to have a look at the whole file structure,
the corresponding window suits better.

IMO it would be better to use an UI similar to that in Goto Type feature
(i.e. a combobox with list of methods).

Our idea is to get rid of Ctrl-F12 feature and replace navigation bar (2
combo-boxes at the top of the editor) with our own

Hrm. See, I hate those combo boxes. I liked Ctrl-F12 a lot better, and
used it often. It's just that I don't understand why the region indicators
and the drag/drop functionality cannot be added to the exiting Ctrl-F12
window without changing the existing behavior of the FileStructure pop-up.

My problem is having ot learn "yet one more key combination" to get at
something that I essentially already have trained myself to get to (i.e. the
Ctrl-F12 structure pop-up), just because I want to drag/drop in addition to
looking at the file structure and/or going to a specific method. For
example, I might want to look at the file structure, move a specific method
to a new location, and then go directly to it to work on it some more.

Why can't this all be just one thing?

Also, I don't have any icons on the title bars of any of my resharper windows
(not the file structure, test runner, usages)
