ReSharper|Windows|Type Hierarchy just shows the Type Hierarchy tool window. To view the type hierarchy, you should navigate to a type declaration or a type reference and use ReSharper|View|Type Hierarchy.
But I agree that having a separate action for showing tool window is a bit confusing in this case. All people who tried this feature first chose the wrong way, so we have to do something with this.
