[233] Surround with.... macro not available for string expression

Hello!

When i select string literal expression in C# file and press CtrlAltJ,
standard installed 'string.Format' macro is not available in selection
list (only '{}' and '#region' is available). The same is true for any
expression\function call returning string....

In fact it's available but you should select "More..." in the popup to find
it. This happens because it's not in "quick access list". This may be confusing
and we'll change that to have all standard templates in the quick access
list intially. You may add the template to the quicklist yourself.

Sorry, i forget to mention fact that:
1) i have this template added to quicklist
2) Template is not available even in "Choose template..." window after i
select "More..."
