R#4.0.755: Odd 'Welcome' screen when you try to reinstall the same version

I wanted to reinstall build 755 and I see this screen when I start the installer:
 
 
I can only click 'Cancel' here.

Same here. I tried to reinstall the same version by accident and got
this behavior.
