The action could not be executed

I'm getting a message box with this text, on version 774.24 :

The action could not be executed. Another action is already running.

This seems to show up randomly, but one way to reproduce it quite easily is by navigating to the Object Browser ( CTRL+CLICK on any Framework Class). That dialog will show up 50% of the time, and then it will repeat it self 7 times.
