no quick fix to move to inner scope?

Why does resharper no longer offer to move to inner scope?

I use this extensively.

I think it worked in rev 4.0 (definately rev 3) but I don't see it any more


I ge the tooltip as above "Local variable .. can be declared in inner scope" but I never get a light bulb.
Will this be fixed before 4.5 releases?
