Feature request: Add exception element to XML comment

When you write a "throw new SomeException("darn");" statement in a method, I
think it'd be useful if the lightbulb listed an action to add an exception
element to the method's XML doc comment.

Of course, this does nothing for Exceptions that could be thrown by other
methods you might call. But I still think it'd be useful.

BTW: I'm not sure about your latter remark. If documented, the information
is available and could be very helpful. If not for the sake of your own
documentation, than for you code validation or to determine if and what to
catch locally. (Or is thinking the Java way?)
