Create class tooltip

I have this design:

class Program
{

public class BigData
{
private int address;
private int id;
private string className;
private Subscribers subs;

internal class Subscribers: List { } } } Class 'Subscriber' in List<...>]]> doesnt exist, r# hint is displayed and
give me 1 option 'Create class Subscriber' but not 'Create nested
class' or something similar. When i select 'Create class Subscriber'
then this new class is created into parent-parent class 'Program'. I
think this is bug. It should show in hint new options like 'Create
Subscriber class in current class' and 'Create nested class'.

Where the first new option 'Create Subscriber class in current class'
creates class 'Subscriber' in class 'BigData'. And second new option
'Create nested class' creates class 'Subscriber' in class 'Subscribers'.

What is right?
