Move up/down shortcut key not working

I've got Resharper 3.0 build 468.6.

The move up shortcut key is assigned in visual studio, but it doesn't actually do anything.

I saw a thread from earlier about the beta version where it was supposed to be fixed in an earlier build.

Any suggestions ?
