Shift-Alt-PgDn (next error in solution) doesn't work - it just says "no errors found in file". But there are many errors in the "error list".

Does solution-wide analysis need to be turned on?
Yes, you have to turn solution-wide analysis to navigate between errors in the whole solution. When solution-wide analysis is off, the corresponding actions work in the current file only. When you mentioned "errors list", did you mean Visual Studio's error list?
