Unit Test Runner always rebuilds solution

Does this happen with any solution? Also do I understand correctly that the
Output window specifically states 'Rebuild All started'? Thank you!

Recently I've noticed that the unit test runner always forces my
solution to be rebuild, despite being set to "Automatic".  Even if I
just click "Run test" twice in a row, without doing anything else
between clicks it rebuilds the solution.  What does R# look at to
determine if the solution needs to be rebuilt?  This behavior started
with R# 6.0, and continues with the 6.1 eap.
