Unit Test Runner always rebuilds solution

Recently I've noticed that the unit test runner always forces my solution to be rebuild, despite being set to "Automatic".  Even if I just click "Run test" twice in a row, without doing anything else between clicks it rebuilds the solution.  What does R# look at to determine if the solution needs to be rebuilt?  This behavior started with R# 6.0, and continues with the 6.1 eap.

Does this happen with any solution? Also do I understand correctly that the
Output window specifically states 'Rebuild All started'? Thank you!
