Difference between InspectCode 8.1 and 9.1.2 command line version

Hi,

When i run the project which has a text, textbox1.text = "Welcome" in version 8.1 of Inspect code command line i am getting in the report LocalizableElement issue.

When i run the same project with version 9.1.2 this warning doesnt come in report.

Why there is a difference ?
