Support design-time code even on excluded files/folders artifacts. Is that possible?

We are working on issue to guarantee the same inspection analysis on both sides: CI (TeamCity) and local environment (Resharper), so we have decided to exclude some projects on "Options| Code Inspection" menu to generate an unique view with a common .DotSettings file. When it was finished we have faced an issue to support all shortcuts/ feature in that unanalyzed file.

The purpose behind all this scenario is to collect metric of what will be our first priority, that's the reason we want to accomplish this approach.

How could it be done on this scenario of disabling code inspection in specific scope and guarantee Resharper support in design-time?
