'Specify type explicitly' bulb action is missing in a project

For one of solution projects R# doesn't show a "Specify type explicitly' bulb action in all files and code cleanup just ignores all rules about using 'var' (C#). Other projects files have this bulb and code cleanup works as it is set up.

I just can't find any settings for that particular project and turn bulb action on.
