Can run but not debug in MSTest test runner.

I've created the simplest possible .Net Framework class library with a simple TestClass class and a Foo function that returns 5.  I then create a standard MSTest test project, reference the Test project, create a TestClass object and assert that Foo returns 5.  I run it and it passes as expected.  I try and debug it and get the standard "Inconclusive: Test Not Run".  I had this problem in my old version of Resharper and then upgraded to the latest with the same result.  Here's the info from the help screen:
