R# CLI 2016.3 CollectionNeverUpdated.Global and CollectionNeverQueried.Global

CollectionNeverUpdated.Global and CollectionNeverQueried.Global are showing as warnings in the CLI but not in the R# plugin. They are both on the latest version. Also, the CLI is incorrect in these cases. The collections are queried (.Count()) and are updated (.AddRange()).
