Visual Studio 2015 Light Bulb still shows up

I'm using VS 2015 Update 2. ReSharper 2016.3.2. I have enabled "Do not show Visual Studio bulb". But I still see both bulbs on the screen. And have two actions - from ReSharper and from Visual Studio. What's wrong?

If you are talking about VS bulb in a text editor next to mouse cursor when you hover any Roslyn suggestion - it is by design, there is no way to hide it.
ReSharper hides just a VS bulb which appears on left margin next to ReSharper one.
