Shortcuts Live View opening randomly

I thought I figured it out, but I didn't, the problem persists.
"Shortcuts Live View" - this window keeps popping up for me unreasonably. This should only pop up when CTRL is pressed 3 times in 2 seconds (according to a tweet I found on google).
It happens when I have different input method set for code and design panel in a split view WPF XAML window, and I switch focus from code to design by clicking. It doesn't happen the other way around.
Changing both panels to the same input method fixes it for a certain amount of time, but after a while the design view changes the input language then this window pops up again whenever I change focus.
I used two keyboard layouts, but now I switched to using different input languages.
Default shortcut for switching keyboard layouts is CTRL+SHIFT, and for switching input languages is ALT+SHIFT.
I thought the ctrl+shift is triggering the shortcut, but hat's not the case, because now I use input languages instead and it still happens.
I even removed the ctrl+shift shortcut from windows.
This only happens, if
Control Panel -> Language -> Advanced Settings -> "Let me set a different input method for each app window"
is checked. (feature in windows 10)
When I uncheck this, the "Shortcut Live View" window never pops up unexpectedly.
Happens in both VS2015 and VS2017RC.
Happens in many Resharper versions (doesn't matter which, I'm struggling with this problem for half a year now).
I really like this feature of windows 10, as I use a different layout for coding (modified UK) and for everything else (I need special characters for my own language).
Is there a way to disable this Shortcuts Live View window? Also what could cause this, and how do I fix it?
