Different Resharper rules for different projects in solution.

Hi, wondered if someone can help me out.   We are running Resharper 2016.3.1, and trying to get different inspection rules on a Team Shared, Per-Project basis.

The reason being, we have alot of legacy code, and some new code, and want to apply different rules for the older legacy codebase (and gradually switch on more and more and time allows to fix stuff).

Having really problems getting this to work correctly.  It seems to ignore my  projectname.csproj.dotsettings rule layers.
