ctrl-shift-/ (commenting ) not working in css files

ctrl-shift-/ (commenting ) is not working in css files. It doesn't do anything. It works in cs files. I am using R# 2923.1. 
I also can't find any settings for css

See the "Other updates" section in the blog post:

With little demand for CSS in ReSharper, we found it increasingly hard to prioritize keeping up with the latest versions of the language. Starting with ReSharper 2023.1, CSS support has been put on hold and will be disabled by default.
