bugs marked as 'Submitted' in the nightlies?

Are bugs marked as "Submitted" included in the nightly builds or do they not get included until there has been some kind of quality review or passoff or whatever it takes to mark them as fixed?

I've never seen the coloring work properly in 4.1. Just scrolling up and down my page causes it to draw types in black whereas they normally draw in cyan.
