I upgraded Resharper from 2018.1.1 to 2018.1.2 and now all is working as it should.

StyleCop by JetBrains 2018.1.1 The "light bulb" does not insert headers

When clicking on the "light bulb" and selecting Insert ... (header, summary, etc...) nothing happens. This action used to insert the required text. What's up?

I am still trying to run tests using ReShaper in VS2017 and they do not execute and no message is displayed VS 2017 Version 15.6.5 and ReSharper Ultimate 2017.3.5. Has this problem been solved?

It has now been 8 YEARS later and with Resharper Ultimate 2016.1.2, and still no resolution to this.
