Resharper Ultimate does not install in VS 2019

Visual Studio 2019 version 16.11.10.
I installed Resharper 2021.3.3 for Visual Studio Professional 2017 and 2019. Installation appears to finish successfully. 2017 is fine. In 2019, Resharper does not appear under the Extensions menu. If I select Manage Extensions, Resharper appears with the download option.
