Unable to install 2016.2 EAP 3 through 11 on Windows 10, Build 1607 (AU)

When trying to launch any of the installers from EAP 3 through EAP 11, the installer will briefly appear, and then disappear. Looking at the installation logs, there appears to be an issue with the SharpZipLib:

Hello Mads,

Could you please try to change Format to, e.g., "English (United Kingdom)" in your Windows regional settings?

Unfortunately, it is a known issue: https://youtrack.jetbrains.com/issue/RSRP-428792.

Hey Maria,

Thank you very much for the help; that seems to have done the trick. For posterity, what I'd used as format before changing was "English (Denmark)".
