Hello Randy,

well, unfortunately this seems to be a known issue at the moment. It is caused
by the implementation of Web Site support
in VS which raises necessary notifications only after completing build of
the project. We're looking towards resolving this
issue, but currently have no definite plans on this.

That is correct. When I build the Class Library, the Web Project
becomes unaware of it. Only building the entire solution each time
solves this.

Dmitry,

This issue has only reared it's ugly head recently... It sounds like this is
something fundamental with the way VS works, however this issue only seems
to affect recent builds.

So it was working previously...  I will say that Solution builds seem alot
quicker, so it isn't as much a hastle for me to build the solution every
time I want to build the project, but it would be more intuitive to just
build the project.

I hope you guys can get it fixed soon.
