I am a little confused about what you are saying. The build for 11/12 (if you go onto the 5.0 EAP site and if you click on "Fixes" it says "Collapse All" has been fixed). You are telling me that "Collapse All" is fixed in release for 11/13 and going forward. There is no release for 11/13, the last one is 11/12. So not sure what you are saying...

This is the date by which the issue was closed in the tracker. Because of suspected side-effects, the feature hasn't been exposed to general public right in the first build.

Right, the automated quality control didn't let the build out (by reasons not related to this particular feature). The 11/14 which will hopefully be out in a few hours (which fits in "11/13 and going forward") will have the Collapse All fix onboard.
