How do I know what new features have been added or feature improvements are in the EAP's? Release notes? I can't give feedback on these if I don't know what they are.

Hello Abdu
You can use the 'Fixes' link for each EAP build to see which issues have been closed as fixed. You can also add '-Exception' clause to the search request in order to filter fixed exceptions.

Thanks. These show very specific fixes and mostly don't tell me what the feature is. What about the new features? New refactorings? A new hotkey or menu option? Stuff like that.

Just like the "Resharper Tip" popup window that shows up when R# starts, how about a similar one for a just released new feature?

Hello Abdu
I'm afraid it's not possible for us to provide such release notes for each nightly build, because they are published automatically. We only provide complete release notes for Beta, RC and RTM builds. Thank you!
