usings - inside/outside namespace; where is option?

When I hit ctrl+enter to auto add a 'using' statement to the top of the class it is defaulting to putting it inside the namespace. Previous version of resharper defaulted to the top of the class outside of the namespace. Where is the option to make it auto insert the 'using' statement to the top of the class outside fo the namespace, like earlier versions? I am currently using v3.0.2.

Do you mean Options / Languages / C# / Namespace Imports / "Add using directive
to the deepest scope" checkbox?
