resharper code cleanup disregards "add 'using' directive to deepest scope"

I've got "Add 'using' directive to deepest scope" enabled, but when I run "Cleanup Code" from the context menu it disregards this option and puts all of the using statements outside of the namespace definition.  

Is there any way for these two things to work together?

Never mind, unticked is what I want.  I was misunderstanding "deeper" to mean the opposite of what the description was using it as.
