When checking for updates to resharper it fails with an error message that it timed out trying to reach https://download.jetbrains.com/resharper. Going to that url manually redirects to https://download-cdn.jetbrains.com/resharper which displays a 404 error. I downloaded the latest resharper from your site, but that installer also fails to read https://download.jetbrains.com/resharper/JetBrains.dotUltimate.GalleryPackages.2023.1.json. If all of your product installers try to reach https://download.jetbrains.com (or https://download-cdn.jetbrains.com/) then none of them work until whatever is wrong is fixed.

The 404 error for the exact URL like https://download.jetbrains.com/resharper is an expected behavior. Our download server doesn't list the folder by the URL.
As for the https://download.jetbrains.com/resharper/JetBrains.dotUltimate.GalleryPackages.2023.1.json URL, it works for me. Could you please try it once again?
If you still get the 404 error for this file, please specify whether you have a proxy server or a firewall in your network.
Please try opening this URL via another network, like a mobile carrier service.
Also, you can download the full installer from this page https://www.jetbrains.com/resharper/download/#section=offline-installer, which doesn't need access to the Internet.
